Ofqual confirmed that it is to go ahead with changes to the way the Diploma qualification is regulated.

The changes are necessary because of the Government's intention to treat the Diploma the same way as other qualifications, without special support. This will lead to the closure of the government operated Diploma Aggregation Service (DAS) in 2013. DAS is the system which is currently used to bring together all of the component qualifications needed to get a Diploma.

Ofqual has also previously identified concerns with the complexity of the administration of the qualification.

The changes will have no effect on learners who have already started a Diploma course. They will come into effect for new courses starting in September 2012.

Under the changes, regulations will no longer require Diploma Awarding Bodies to use DAS, and instead allow them to put in place suitable arrangements of their own to aggregate the different component qualifications.

As a result of these changes, awarding organisations which offer Diplomas are reviewing the lines of learning they will offer in the future, and at which levels.

Centres are advised to liaise directly with their Diploma awarding organisations for more information.

Diplomas are made up of a number of component qualifications. These include Principal Learning, Functional Skills (maths, English and ICT) and a project. Learners can presently take the different components with different awarding organisations.

The changes are designed to introduce a regulatory approach that:

Allows for continued delivery of the Diploma without a requirement to use a government operated results service, where suitable proposals are put forward by awarding organisations

Retains robust regulation of all Diploma components

Allows for development of new qualifications based on existing Diploma components.

QUALIFICATION REVIEW

Now that the transition to the QCF is complete, we have taken the opportunity to review our range of qualifications and the units offered to ensure that we are providing our centres and learners with the best possible experience and outcomes.

In particular, we have looked at the impact that these qualifications have on our centres regarding delivery and assessment. Many units from the new, smaller awards also appear in other certificates and diplomas, so it was essential for us to ensure that learners would not be disadvantaged by the assessment methods previously used in the NQF.

We have also reviewed the Sector Skills Council’s (SSC) agreed assessment principles for the collaboratively developed units to ensure that correct methods of assessment are being applied and that the qualifications of the teaching staff and assessors are of the appropriate level.

The outcome of this work is as follows:

• All competency based qualifications will be externally assessed and internally verified by the approved centre.

• Future will appoint a dedicated Standards Verifier to each of our centres in order to provide support and guidance when requested. They will also ensure the overall compliance with the regulations of the three regulators Ofqual, CCEA and DCELLS.

• Knowledge only qualifications will continue to be externally assessed by Future and the results will be provided to the centres for the claiming of certificates through Parnassus.

CHANGES TO FIRST AID QUALIFICATIONS

As you are aware we originated as an awarding body providing just First Aid specific qualifications and it is these qualifications that will see a significant change due to the above review. As all of our current first aid awards require observation of performance and assessment of knowledge, these clearly fall in to the category of competency based qualifications.

The Sector Skills Council, Skills for Health, in conjunction with Awarding Organisations have developed a replacement unit for the above qualification.  This unit is called Emergency First Aid Skills (Y/600/1250).  There are very few changes to the learning outcomes and assessment criteria which are, in the main, only terminology.

The current version is due to expire on the 31 March 2011.  As you are already approved to offer the previous version of the Level 2 Award in Emergency First Aid at Work (QCF), we have substituted this qualification for you without charge or the need to complete any further approval requirements.  The new qualification is now approved under Section 96 which makes it eligible for funding for 16-19 Learners.  The LAD will reflect this in the next update, which is due in the next week or so.

 

A new simplified observation form is available for download from the FUTURE website, along with revised Qualification Specification and learner record of assessment.

 

As this course meets the requirements of the HSE for Emergency First Aid at Work, it is essential that their additional requirements are met.  Please ensure that you review the HSE document in the Quick Links section of the qualification page on the FUTURE website:

 

HSE Requirments for Awarding Bodies

 

As part of the process of qualification development and standardisation of assessment process, we have introduced a MCQ (multiple choice exam).  This will be processed in the same way as all our short course MCQ's.  We will be contacting all centres with courses planned to start on or after the 1 April 2011 to ensure that you have the correct resources and exams to continue seamlessly with your provision.

The Department for Education has confirmed a new interim approach to the approval of qualifications for funding eligibility for young people until March 2011. 

As a result, the Joint Advisory Committee for Qualifications Approval (JACQA), which was jointly supported by QCDA and YPLA, will be dissolved. Full details of the new interim approach can be found on the Section 96 website.

The Department for Education has now approved around 1000 qualifications under Section 96.
