            <title>Ofqual announcement</title>
            <description>
                <![CDATA[<font color="#f88428"><b><u>Ofqual announces changes to regulation of the Diploma</u></b></font><br />
<br />
Ofqual confirmed that it is to go ahead with changes to the way the Diploma qualification is regulated.<br />
<br />
The changes are necessary because of the Government's intention to treat the Diploma the same way as other qualifications, without special support. This will lead to the closure of the government operated Diploma Aggregation Service (DAS) in 2013. DAS is the system which is currently used to bring together all of the component qualifications needed to get a Diploma.<br />
<br />
Ofqual has also previously identified concerns with the complexity of the administration of the qualification.<br />
<br />
The changes will have no effect on learners who have already started a Diploma course. They will come into effect for new courses starting in September 2012.<br />
<br />
Under the changes, regulations will no longer require Diploma Awarding Bodies to use DAS, and instead allow them to put in place suitable arrangements of their own to aggregate the different component qualifications.<br />
<br />
As a result of these changes, awarding organisations which offer Diplomas are reviewing the lines of learning they will offer in the future, and at which levels.<br />
<br />
Centres are advised to liaise directly with their Diploma awarding organisations for more information.<br />
<br />
Diplomas are made up of a number of component qualifications. These include Principal Learning, Functional Skills (maths, English and ICT) and a project. Learners can presently take the different components with different awarding organisations.<br />
<br />
The changes are designed to introduce a regulatory approach that:<br />
<br />
Allows for continued delivery of the Diploma without a requirement to use a government operated results service, where suitable proposals are put forward by awarding organisations<br />
<br />
Retains robust regulation of all Diploma components<br />
<br />
Allows for development of new qualifications based on existing Diploma components.<br />

QUALIFICATION REVIEW<br />
<br />
Now that the transition to the QCF is complete, we have taken the opportunity to review our range of qualifications and the units offered to ensure that we are providing our centres and learners with the best possible experience and outcomes.<br />
<br />
In particular, we have looked at the impact that these qualifications have on our centres regarding delivery and assessment. Many units from the new, smaller awards also appear in other certificates and diplomas, so it was essential for us to ensure that learners would not be disadvantaged by the assessment methods previously used in the NQF.<br />
<br />
We have also reviewed the Sector Skills Council’s (SSC) agreed assessment principles for the collaboratively developed units to ensure that correct methods of assessment are being applied and that the qualifications of the teaching staff and assessors are of the appropriate level.<br />
<br />
The outcome of this work is as follows:<br />
<br />
• All competency based qualifications will be externally assessed and internally verified by the approved centre. <br />
<br />
• Future will appoint a dedicated Standards Verifier to each of our centres in order to provide support and guidance when requested. They will also ensure the overall compliance with the regulations of the three regulators Ofqual, CCEA and DCELLS.<br />
<br />
• Knowledge only qualifications will continue to be externally assessed by Future and the results will be provided to the centres for the claiming of certificates through Parnassus.<br />
<br />
<b>CHANGES TO FIRST AID QUALIFICATIONS</b><br />
<br />
As you are aware we originated as an awarding body providing just First Aid specific qualifications and it is these qualifications that will see a significant change due to the above review. As all of our current first aid awards require observation of performance and assessment of knowledge, these clearly fall in to the category of competency based qualifications.<br />

LAD will reflect this in the next update, which is due in the next week

                <![CDATA[Future™ has received endorsement for the Level 3/4 Award(s) in Preparing to Teach in the Lifelong Learning Sector (PTLLS). This qualification satisfies the government requirement for teachers, tutors and trainers to hold an initial teaching award learning and skills. <br>

It can be undertaken by those who need an initial award for their role as a teacher or trainer in the lifelong learning sector or by those who want to teach in an FE College, tutor in an Adult and Community Learning Centre or be a trainer for a Learning Provider.<br>

This award is for those who are or who want to be a teacher, tutor or trainer and need to be able to plan, prepare and implement learning for a specialist area.<br>

            <title>Accreditation End Dates</title>

                <![CDATA[We have received several enquiries about our qualifications with regard to their accreditation end dates.  All Future™ qualifications have a blanket extension period to end December 2010.  This is to allow for re-development onto the QCF.<br>
<br>
When qualifications are accredited by Ofqual their details are added to the National Database of Accredited Qualifications (NDAQ). Please be aware that databases such as the DIUS Section 96 and 97 and the Learning Aims Database are updated after NDAQ and can therefore be over a month behind in their accuracy.                 <![CDATA[Future™ have received conditional endorsement·to have their qualification for L3 PTLLS accredited by Ofqual. Our aim is to have this available for delivery from June 2009.<br>

<div>Future™ are part of a working group, facilitated by Skills for Care and Development, to re-develop our existing Paediatric First Aid qualification for inclusion on the QCF.  Within the Health and Social Care sector, Future will also be working on the re-development of our qualifications in Dementia Care, Medicines Management and Moving and Handling.  This work is scheduled during 2009. <div>‘First-aid training and qualifications for the purposes of the Health and Safety (First-Aid) Regulations 1981: <br>
A guide for training organisations' is now available. <br>

This publication will help first aid training organisations prepare for introduction of the new training regime for first aiders in the workplace. <br>
Full implementation will take place from 1 October 2009. Prior to implementation, the current guidance for first aid at work training provider still applies. <br>
